I’ve been laid off - but I see open roles. Are we still hiring? Can I apply?

Doesn't hurt to apply but from
my past experience they already reserved those positions for certain employees but policy requires they post them for public. You may be considered if the people who those positions are intended for decides to work elsewhere or find another opportunity in the same company.

I should think that is a question to ask whoever Visa gave you as a contact person for any questions, if not actually addressed by HR as part of the layoff details.
