How does VOE ratings affect a senior managers bonus and performance rating ?
What is the exact reason they get so ticked off when VOE ratings or comments are bad ?

The only parties held accountable for bad VOE scores are yourself, and your low level manager.
You are then punished for giving low scores. It’s a scam.
Even if bonus or performance rating is not based on VOE results, managers are answerable to their managers if they do bring up any comments in their VOE that stand out in a negative manner. They are required to follow up with action plans to remediate ratings that are below their managers team ratings in any particular stream. This is why managers get really annoyed when their VOEs don’t put them in good light. Hence the motivation to rid their team of employees who give them low ratings on the VOE.
It does not. The VOE is a puppet show, a sales pitch. They tried with this last VOE to manipulate the questions in a way to where the ownership was on you. Such question as “Is the company doing well and if not, then what have you done to make things better”. All to twist out a good result. Keep in mind that Citi upper management hires marketing consultants with psychology experience\training to look for ways to make sure the numbers on such things are perceived as good. The VOE results have never played a factor into the bonuses of executives.
