Whoever had any other option left already. There’s been smaller batches of people being laid off all the time. Most people are in the process of looking for something else. My team has been reduced to bare bones, and there’s no plan to fill in roles that we badly need nor intention to reorganize the team/workload. I’ve never felt this much like I'm on a sinking ship before.

In 'Droves' implies 'Driven' and yes people are intentionally being encouraged to leave. This creates an excuse to hire more H-1B workers.

I am waiting because my skills will not get me a job. I am just studying and learning everyday to pass the interview. Staying at Intel for this long made me useless for any other job.
I have every confidence Dave and Michelle will get things squared away. For this reason, I'm all in.
I know a dozen or more actively trying to leave but they can’t since as we all know - no one is hiring former Intel employees

They are. The important and useful ones are monkey branching left and right leaving the other critical engineers to hold the bag and do double work. Even though it has been double work for the last several years, so it is quadruple work. RIP Intel....
Uh, the economy su-ks. If you get on that life raft,
you will be stuck in the middle of the ocean.
It’s going to be next to impossible to execute on delivering competitive products when morale is so low and key contributors have left the company.
It’s pretty much a death spiral negative feedback loop.
Leaving on your own terms is the best advice. Future packages will unlikely be as generous as previous ones.
There is no reason to hide under your desk and hope you don't get impacted from the changes that are coming.
Update your resume and find another place to land.
