COE is center of excellence which is just another name for customer service. They handle medicare advantage calls for employer sponsored plans
Getting ready for the new administration, the mgmt knows things that you and I dont, they are managing the pipeline and this is probably what they are anticipating. It may not pan out the way how they are planning which would result in a hiring spike. We are not in a winning situation here.
I think this person is just making up fake departments
