Thread regarding BP PLC layoffs

What does the JERA/bp joint venture mean?

Is bp’s new “strategy” for low carbon energy going to be joint ventures to minimize capital investment and exposure to risk? Or is this just a side project? I’m so confused. Of course, bp leadership is not explaining it too employees en-masse.
