H4 EAD accumulations

Citi has a bunch of EAD visa accumulations in past few years to reduce cost of visa processing. This might backfire soon and create space for US candidates.

I really don’t care about the visa status as long as they are smart and know how to do their job.
At Citi, I have seen few employees hired in recent times has no clue what they are doing and they are leads (MDs) - if a lead doesn’t know Agile, lean methodology why would you hire him/her to lead Agile Transformation?
Citi hiring process/policy must change, simply don’t hire part of D&I.

H4 EAD is not completely legal. It’s temporary amendment.

Is there any problem when a legal visa holder is working, whether H1B or H4 EAD? When illegals are occupied in sanctuary cities, atleast legal non immigrants are helping with economy by working and paying tax?

An EAD (Employment Authorization Document) is a work permit issued by USCIS. It allows non-citizens who are ALREADY in the United States to legally work for ANY employer. Technically it's not a visa but a document that authorizes temporary employment. It's tied to an individual, not to a company. Workers given EAD are not locked to the company that originally obtained the EAD for them (unlike work visas), so they can leave and go to another company, as long as the EAD has not expired.

In reality, although the EAD may be renewable without proof of employment( b/c it depends instead on the immigration status and not employment status), if the worker switches to Company B, then the original Company can withdraw or cancel any petitions (like the I-140 petition for a green card) that may affect their long-term immigration process.
