I tried to email myself and now receive error message that i am not allowed to email external recipients! If that is the case for everybody???

If you don't know this basic rule, that was in place for ages, and you come here to posts a message, instead of asking a colleague or -even better- search the answer by yourself in internal policies... you should be made redundant. I believe tons of better and willing workers should take your role... 🤣 😂 🤣 😂 🤣

Must depend on your department. I have always been able to email externally and still can. Although restricted in what I can send.
That has been in place for years, not new.
Never email yourself from Citi unless it's your paystub or benefits, that's a general rule everyone should be aware of. And yes, literally everyone in my org was emailed ahead of time that you can't email external anyone due to more Citi big brothering, but it's been that way for always for a lot of people. They also sent instructions on how to turn external email back on, it's a simple request (as long as your manager approves). This place is scared of it's own shadow and ironically can never seem to actually simplify or make things better.
