Every independent entity can perform layoffs in small rolling amounts at multiple locations. It will not trigger warn. Alphabet would need to file warn if it laid off employees from multiple moonshots.
In 2023 they laid off 12000 without filing the WARN Notice until the day after we were all cutoff from our equipment and company sites, badges cancelled etc ..

I heard similar numbers too, 10% to 15% . Justified. Too many managers, overlapping orgs, empire building old timers, slow managers. I hope I am laid off too. Wish google gave volunteer layoff packes to select few so there could be balanced layoffs.
