I just spoke with a colleague that worked hard to get laid off and the severance.
Their tactic was pick the hardest, most favored team member and create arguments with them. The arguments demoralized everyone, and everyone knew who was causing the problem. HR could do nothing to punish the person causing the problem because it sounded like the troublemaker could have been right even for a fraction of the time. So he did not get fired or punished in any way.
They actually created a small layoff for him. He took 34 years of severance with him as he walked out the door. He did not feel the least bit guilty and did not care much about those left behind.
