No-Some praise during year - so they feel good when time to give low rating or even cut to save their a**
One of the managers was in the habit of constantly criticizing his team and putting them up for cut with low rating to so that the company would have to rely on him to get the work done.
Managers are useless -- in ideal world, managers are supposed to have ur back, but managers are managing their managers to lick the a** to save.
In QCOM managers are after saving their @ss. There was a manager who would not praise the work whole year as that would take away the flexibility to rate
