Seems unlikely since they were outsourcing as many jobs as they could to other countries

No layoff notices issued at any Boeing California sites? Amazing

What about Boeing sites in New Mexico, Utah, Florida, Illinois, Tennessee, Indiana and Ohio? Or have some of those locations been shuttered over the years.

If you are residing and working in another country (even as a U.S. citizen), I don't think the company has to file a WARN (that's U.S.-specific and filed per state).

Boeing needs to follow whatever the employment laws/procedures are in the country you are living/working, regardless of your U.S. citizenship.

If you recently reloacted internationally as part of your job, you should contact H.R. to see if there are any requirements for the company to cover your relocation expenses back to the U.S. in the event that you are laid off and you have a company-sponsored Work Visa for that country.

What Triggers the WARN Act
The requirement for 60-day notice with pay and benefits is triggered in the following situations:

Layoffs of 500 or more workers at a single site or location. “Site” and “location” are broad terms and may include all buildings in a corporate complex or multiple addresses in a row or nearby to each other;
Layoffs of 50 or more workers when those layoffs comprise 33% of the total full-time workers at the location;
Layoffs of 50 or more workers when closing a building or facility, or the layoffs include the discontinuation of an entire operating unit (not all 50 workers need to be part of the operating unit being closed);
Temporary layoffs meeting the above criteria that become permanent or will now exceed 6 months, except for cases where the extension was not reasonably foreseeable; or
Reduction of hours by 50% or more, for each month in a 6-month period, for an employee group that meets the size and percentage of 1-3 above.

Even if your state and location is not on the WARN notice list, that doesn't mean there will be no layoffs at that location. The rule is, the companies only have to report to the state with a WARN notice if they layoff 50 or more people with the location (or total state, I forgot the exact law) that has at least 500 employees (full-time, not contractors).
Therefore, they can layoff 49 people at one location and not have to report it to the state, so your location may not be on the warn notice list.
