Is there a single tech company out there that hasn't had several rounds of major layoffs in the last two years? I want to leave Cisco, but I don't want to end up in the exact same situation with zero job security somewhere else. I honestly can't think of a single one.

If your only career goal is not getting laid off odds are someday not only will you be laid off but you won't be useful anywhere else either.
If you aspire to more, sit down and ask yourself:
- What skills do I have?
- What skills do I want?
- What company will solve for 1 and 2
Just the process of thinking through these things will help you understand what value you can possibly bring now and in the future, and it will help you understand when it's time to move on.
I don't know what business segment you're in but I'd rather be tossed in the market with 2 years of real development at a company that wasn't financed well than 10 years of fixing other people's bugs at Cisco as my most recent experience.

Symtech will, even if you have been to jail or a criminal record. They'll hire your family members after.
Palo Alto hasn’t done layoffs but I hear they generally avoid anyone caught in a RIF and some managers won’t touch cisco ppl
Tech company has no job security, yes, ZERO job security is the nature working for tech company.
US armed forces.
They'll promote you to PM in Toronto if you're married to an ex con. All about ethics.
