TSMC do everything if customers request. I mean real whale customers like Apple. The turn key service includes packaging, test, everything included during initial qual and ramp up.
I worked at Apple and dealt with TSMC. TSMC is so easy to work with. I worked at Intel TD, DCAI and now in IFS. There is no way Intel can match with TSMC unless major company culture change.
I believe tsmc have a basic qual program for chips going out the door. If you were involved first si power, you will know whats QCP 0 QCP 1..etc
Package testing is a low margin business. It does not make sense to do it in high cost areas.
It does not sound like you are familiar with this industry at all. You can always offer something without completive edge.

If you work for intel, and ur asking this, then i am not surprised why intel is so so fu---d.
If the customer requests it.
Some do need it while others, test them on their own. Sometimes it is a mix of both.
