the layoffs have clearly had a diversity based component to them. Is it illegal? Do people who have been laid off have grounds for lawsuits?

Management has confirmed that this is part of the rubric. Not upper management but management has.
You’re going to need something stronger than a “seems” to really allege anything actionable.
As part of the "rubric" to let people go it seems the layoffs have been heavily caucasian and has been disclosed by management that this is the trend to maintain dei. Is that legal?
If they’re laying off DEI departments, then it’s probably not illegal. If they’re specifically targeting people based on their race or other protected status, probably is illegal.
