The way Visa is accomplishing their silent layoffs is to say that they are implementing a second or third line of defense strategy, where 1LOD holds primary responsibility for something and 2LOD and 3LOD validate that it's done the way it's needed. It turns out that once the 1LOD learns what to do, then they will lay off the 2LOD and 3LOD people and those layers won't exist any more.

Keep in mind that there are laws regarding notification of layoffs, so it seems feasible that a way to avoid having to make those notifications could be to ensure you don't affect too many people within the notification timeframe. As long as you wait a while in between groups, you could potentially lay off a lot of people and get away with not filing the notifications. Not very helpful for those left working since they don't have a good way to know if they are on the list but just fall after the pause needed to avoid making the notifications......
