This org chart is fu---d. People in charge of department they have 0 experience in. Why did they let go of people with 10+ years of experienced leaders?

I don't understand why Laurent said they kept people who had the most to contribute. I was thinking, if they had nothing to contribute, wouldn't they have been let go a long time ago?
They released a majority of 15+ year experienced workers! Some people just got here and lost their experienced managers. How are they supposed to learn, if their new managers have no idea what to do?
