It makes sense to out sourcing IT services to service companies rather having them in Shell role. Many teams within IT does not add value to bottom line. Eg. Many architects neither understand business nor technology.

The original plan for Bangalore was to move IT work to a cheaper location.
Now the plan is to out source that work to even cheaper companies outside shell. So basically shell Bangalore will close down and the work will move over to what ever company shell has the service contract with.

Chevron is moving their IT to Bangalore. They will be building a big center there with 600+ people.
