Tan has told people he believed Intel was overrun by bureaucratic layers of middle managers who impeded progress at Intel’s server and desktop chips divisions and the cuts should have focused on these people.

I read the difference was that Tan wanted to FIRE more people, especially in middle management vs what Pat is doing. No where did I read that he didn't support the IFS strategy. If that's the case, I agree with Tan.
