The fate of Intel’s foundry?

“Successful production technology, although a positive step, might not solve all Intel’s problems. In addition to the high costs of investing in new fabs, Intel must navigate the tricky prospect of attracting customers to its foundry business while it continues to design CPUs and other chips.”

The problem I seen is not so much about the factory/process if we can get that dialed in, it is about the customer eco system. It just seem like going to really hard to catch up the TSMC in this area. Unless you are a whale customer who products already closely match what Intel currently makes it is just not a good match. The problem is there are very few whales out there with the volume need to fill the Intel plants and can deal with the additional overhead of Intel.
