Foundry could be placed into conservatorship by government (e.g. Department of Defense). Kind of like what happened with Fannie May and Freddie Mac, but in this case for national defense reasons.
I guess Intel will soon split, foundry stands as an independent entity, design part will be bought by some other company. Probably by Broadcom
