The UK layoffs seem to have been done without consultation, so they may also have broken the law there as well

This is my understanding as well, but it is also my understanding that they have to offer two months of severance. I'm sure some people did not receive that much severance and I would not be surprised if that was a calculated risk.
They know how to avoid WARN from being triggered. It also includes # of people from certain location, etc. so if they spread it out, it may not meet the threshold required. HR looks into this before layoffs. I'd discussed this with someone in HR and why I never see one for GP.
There are several exemptions to the WARN act, and usually offering a severance package is one way that companies avoid filing WARN. There are a lot of loop holes. It may be worth fighting but likely they have already figured out how to exempt themselves from that process. Don't forget they have a stacked legal counsel. In Columbus, if you had a legal issue with TSYS you had to look out of town to find a lawyer who would even consider your case.
In the US this round of layoffs might have violated the WARN Act. The penalties are usually small but they exist none the less, if you got caught up in this layoff, sign nothing, and consult with an employment attorney
Laws in your country (USA) much different compared to your neighbours in Canada. Lots of rights and legalities across the map…
