Senior System Analysts are being paid between $120k and $150k, while other companies typically pay $70k to $110k for similar roles. Much of the work they're doing could be handled by fresh graduates with 45k to 70k. Why isn't Qualcomm more sensitive to this and taking steps to save money? They can use this money to hire better candidates for engineering from MIT or better UC graduates.

OP, you need to change your department from engineering to compensation.
Outsource these jobs out of expensive San Diego to Mexico. These are easy high school student can do it.
Even better is to move these roles to India
OP is right. In Q, even in the position of Staff PgM, all the person is doing "following directions" from director, gathering status and preparing excel pivots and slides for the said director. These PgM's will not last (at least in current form) for a week in the likes of AMZN and AAPL. A system analyst job is way "beneath" that of a Staff PgM. They are the "status gatherers and excel pivots for the Staff Pgm. Seriously, I don't understand why they get paid so highly. Also, many of them are spouses of directors or principal engineers and are double dipping.
