I wonder if we have one round of layoff each month or at least in each org? I heard Oct21 is the day but seems some folks got the email today!
My manager told me they send their list one to two months prior to the notice day! and it is happening once a month or once in two month. I wonder if I can trust his words!

Dell is too large to do all layoffs on one day. One business unit may be on 10/21 and another on 10/22, It depends on how many are getting let go. Just do not expect much notice as they want everyone to keep working until they are officially notified and don't want anyone to have much opportunity to do something negative.
I was laid off unexpectedly several years back (rehired less than a year later) and afterwards, to wrap my head around it for a few minutes before I left and try to make a plan of who to call and in what order (wife, co-workers, etc.), went to my desk and discovered that someone was following me to make sure that I left the building. (That person was let go a few weeks later)

There are literally layoffs every week. Dell has so many organizations, countries with their own laws, etc. it just kind of constantly rotates between them all. Sure, the August layoff was huge (and follows Dell's Feb/Aug major layoff pattern), but pretty much every week someone, somewhere, is getting let go. In my little org, we've seen layoffs happen in four different weeks since August. I think it's pointless to try and pin down "what week is the big layoff" because it varies too much.
I received the meeting invite on Friday, and was laid off Monday morning.
this question is about US, he wouldn't give us the notice earlier but he said he sends lists 1 or 2 month earlier for HR process when they get HR force for submission!
Dependa which country you are located. India has 1+ month official notice.
US has 1 week, Brazil same day
