CVS has a major shoplifting and fraud problem. Aetna does nothing to curb the billions in claims submitted with no service rendered. Aetna cares about building their networks. The Society for CFA holders found that a company this size has 5% fraud. On $35billion in revenue that is $1.8 billion lost to fraud. Stop the fraudsters and retain your workers. Put another way, fraudsters and shoplifters get more respect than workers. That is seriously messed up.

Pretty much always layoffs are not necessary when it’s a large publicly Traded company. Layoffs are just the easiest way to make a change and fast.
Layoffs are also horrible at controlling costs like term.
