Problem solving in past 4 years: re-org, hire, layoff. Repeat every 6 months

Intel’s flow chart of problem solving since 2021, with the promise of becoming second place Foundry in 2030:

  1. Re-org
  2. Hire more managers
  3. Hire more under each new manager
  4. Fall behind schedule, hire more
  5. Add a new integration group with program managers to manage and integrate the new teams
  6. Fall behind schedule, ZBB projects
  7. Still behind schedule? Hire more.
  8. Repeat steps #1 to #7
  9. Repeat steps #1 to #7
  10. Problem is gone since we are new to the group. We are in learning phase.
  11. Report to Ann and CEO we did everything, we are modernized, we have AI everywhere.
  12. Far behind? Stock dropped … bad quarter?
  13. ZBB projects
  14. Layoff round 1, round 2, round 3 ….
  15. Re-org by merging
  16. Re-org by splitting
  17. Re-org by hiring a new manager from outside
  18. Hire more
  19. Wait for AI to rescue
  20. Repeat steps #1 to # 22

First time going through a layoff of this size, is this the usual timeline? Announce a massive reduction months out and just let that sword hang over everyone's heads? We had an org-wide meeting last week, and someone asked if they had the numbers for how many involuntary CPMs we'd be getting, and the answer was almost verbatim "Yes but we're not going to tell you." It just seems like being cruel for the sake of it.
My motivation's been dead ever since the announcement, I only do enough to keep my teams icon green at this point.

zbb remaining projects hunger games style
re-assign leadership to low-cost geo
hire more engineers in low-cost geo
