He is saying two things will be true in Taiwan gets invaded: 1. New investment will be made in Korea (and hence, new machines), 2. Existing equipment will be moved.
Saying "equipment" and trying to mean "new equipment" is redundant when he also mentions investment (which is obviously for new machines).
Unless you are alleging that he is illiterate, he really wrote that existing machines will be moved.

Trust me. China mainland won’t invade Taiwan. It will only reunite without force someday.
After that, chips will be like radio or TV. You can buy it cheap and won’t have supply shortage issue. It’s better for average consumer
