Citi HR is up to the challenge of massaging the VOE data to make it look as positive as they can. Sure, there’s dissension and rightfully disgruntled employees but I believe in HR’s ability to deliver hard core spin control on the matter.

Honestly, I have no idea what HR does other than ignore pleas for help. They’ve got that part down really good, in that, they are second to none.

HR has no influence. I believe that, just like I believe it’s completely anonymous and positive changes come from providing feedback.
HR may not process the data but they do provide the spin control and play on words to make the results sound golden.
The VOE is managed by an external provider and HR doesn't process the data. Hope that helps!
