He's selling 10 million of his 530 million shares that he owns. It doesn't mean anything except that he's doing what investors do. It was also predetermined and communicated to the SEC and approved before it could happen.

The lack of business understanding and common sense here is perverted.
A ceo would be looking to hold onto shares to attract buyers and bigger offers.
CEO can't dump stock prior to selling off a company. In example in him dumping large amounts of shares would convey a lack of confidence in the current price/company.
Do you see how that would be a conflict of interest and be considered insider trading?
