Dell has become a pyramid scheme tied to stock price. People with RSU's and options cash in, so the focus becomes pushing up the stock price as high as possible. If that requires cutting heads, so be it. They probably didn't have any RSU's to begin with.

He didn't dump anything, trades like this have to be disclosed in advance and approved as well, they are specific to the date of the sale, the amount and qty. to be sold. He also owns over 500 million shares, so this could simply be a way to continually diversify his portfolio since it represents such a miniscule percentage of his ownership.
