With the layoff season, most layoffs are done in the US.
Very little layoffs offshore like India and Phillipines.
Lately as someone in management in the US I've seen way more employees in offshore with huge redundancies in HR department in Manila, Philippines and alot of IT teams in India; probably about 1.5 times of US.
We are in budget training to slash HR in Manila due to bad feedback (most filipino working in HR are pretty d-mb and can be automated cause they're like robots) and huge dev teams in India is also seen as cost center like in the US.
Budget planning has already started.
