The stupidest deaf tone strategy that Pat Gelsinger could’ve deployed is this one of spending billions of dollars when the economy is going through high inflationary / high interest rates. You need to be able to read your room. When capital is expensive, you focus on preserving cash and expand the business in the least capital intensive operations.

Give mouth service to those who want to hear it.

Continue to hire outside leadership to change the culture. This will take years to do. IBM took many years after the massive layoffs in 1993 because of the shift away from mainframes to networking. Motorola just broke up the company and sold off pieces so they did not transform their culture.

Stop all new designs based upon X86 architecture. Move aggressively to ARM based processors so you can eventually participate in mobile, IoT and other markets. Intel cannot survive just with X86 alone. RISC is also needed.

Sell everything and put it in the S&P500 and fire yourself for gross negligence.

Give myself and my buddies at CVP and above brand new sweetheart severance packages.

Oh wait sorry. That was the one thing Pat did prioritize above all else.

1. Review the whole porfolio of products and focus on profitable data center and client products. Products that aren't core to the business that aren't profitable need to be cut.
2. Focus on performance-per-watt on the current designs especially for the Data Center.
3. Funnel the money to RND of new products based on RISC V and ARM.
4. Create a plan to transition the company from x86-64 to diverse architectures.
5. Get rid of in-house manufacturing and do it like AMD/Nvidia and go with TSMC or Samsung.
6. Make software a core part of the business like Nvidia did with CUDA: this means two horizontals, hardware design and software design. Make Intel Chips the best chips in the world and make them even better with great software (enable features through software).
7. Get rid of Mobileye and anything else that is distracting and draining capital and not part of the core business.
8. Get rid of all current ELT members.
9. Bring heavy software design to Santa Clara (Silicon Valley) and hardware design to Hillsboro.
