The stupidest deaf tone strategy that Pat Gelsinger could’ve deployed is this one of spending billions of dollars when the economy is going through high inflationary / high interest rates. You need to be able to read your room. When capital is expensive, you focus on preserving cash and expand the business in the least capital intensive operations.

Continue to hire outside leadership to change the culture. This will take years to do. IBM took many years after the massive layoffs in 1993 because of the shift away from mainframes to networking. Motorola just broke up the company and sold off pieces so they did not transform their culture.
Stop all new designs based upon X86 architecture. Move aggressively to ARM based processors so you can eventually participate in mobile, IoT and other markets. Intel cannot survive just with X86 alone. RISC is also needed.
Sell everything and put it in the S&P500 and fire yourself for gross negligence.
