LRs have started, when do they complete?

From what I understand, it’s two months on payroll (but not working), and four months severance, for a total of six months. September 16th is when most people will be notified, but 350 people are going to be notified soon (or have been already at this point in time). It makes no sense to me why there is a month of time for employees to twist in the wind unless the goal is to incentivize employees to leave of their own accord and save the company cash for severance. In general this action seems very poorly orchestrated and reactionary.
