I heard from several sources that as many as 10% of people will end up being affected. I have no clue if it’s true, because, yes, silent layoffs. You just hear rumors all the time, some confirmation from people you know, but you can’t know the whole picture. Why can't they do a proper layoffs round, instead making us feel every day at work like we can get jumped any moment?

any layoffs in September so far? the townhall news doesn;t seem to be good either (Regarding bonuses/comp increase)
Yes, they are doing silent layoffs. Their message in town hall meetings is that they are not laying off and they are just "optimizing", but I have had excellent performance management reviews for years and I am most definitely being laid off. They don't say this out loud because it is not to the company's advantage to let you know this, because that would incite questions about why they are commoditizing employees. They have done this for years, they let people go whenever it meets an objective that employees don't have visibility to.
Yes, HR is definitely a dumpster fire at Visa, but keep in mind that most of the HR things that benefit the employees is outsourced because they don't want to do that. The HR people that are actual Visa employees are not there to benefit the employees. They are only there to protect the company and ensure that employees don't sue the company.
I can only say good things about visa as a company, work, goal and the future and how visa sees in the world in 10 years.
But people management? it is a disaster. Job security is gone, doesn't matter if you have good evaluation, orders from above can fire you in the spot, motivation is at the low and people is not leaving because the market is really bad.
