Did he lie? Or he's just incompetent?

Both a liar and incompetent as well as a narcissist with questionable vision and strategy.
Unfortunatlely there are more coming in next year, its writing on the wall. Our bread and butter is fast becoming a low margin business.
Yep he said that last time, but today said " I shouldn't have said that". People change their mind all the time unfortunately.
If you believe what the CEO says, you deserved to be laid off.
I don't see how there can't be more in Oct given the economy, hopefully small. But ???
You can thank the Biden/Harris administration for sc--wing up our economy. Just remember to vote Harris into office so it can get worse.
Get back to work!!! No more layoffs (fingers crossed).

I mean, he could lie. He has no legal responsibility to you. You are hardly the SEC. Welcome to the real world!
Repeat after me
" Due to changing market conditions, we had to make a difficult decision"
What do you mean? He did not layoff anyone since then.
..... so what would have he said ...."more layoffs coming"......no read too much into it, .....just politically correct and boost morale of troops.....
Due to November elections, H1Bs jobs are safe; CEOs prefer getting rid of Americans jobs
QCOM CEO's health is dicey at best. New guy will come in and chop chop chop.
Put it this way, based on experience, if no layoffs are announced, you’re guaranteed a fiscal quarter at the very least before the next one is announced…
He said that a year ago from his personal gut. You can tell he genuinely felt bad for the RIF and he vowed that we are safe. I am not going to call him a liar since we have to run a business and the market conditions has changed for certain BUs. If we ran the business our size with no cuts then we would eventually implode… Just look at Intel.
I think he said or implied no more layoff off during FY24.
The CEO said 10 months ago: “No layoffs for awhile “
So he told the truth and didn’t lie…
If you are on a visa then “Good riddance “
With this crazy job market, if you’re on a visa and get the boot, it’s basically a one-way ticket home. So, don’t wait around for the pink slip parade—find yourself a more stable gig and jump ship ASAP! Layoffs are going to keep coming like bad sequels for this comedy called Qualcomm.
I don't mean to sound cynical, but CEOs are similar to politicians. For many (not all), lies are justified, because achieving an end result is more important than being truthful.
Take whatever they say with a grain of salt.
All fakes... lost credibility
He had his fingers crossed when he said that. You just didn’t observe closely
