Managers brought into the “know” of what is coming have been asked in the past to sign an NDA before being shown details of future RIF/Reorg plans.

If you are referring upcoming severance details for individual, yes you agree to not discuss the certain terms of your severance and not to publicly defame Dell.
There are many reasons that an NDA can be voided and will not hold up in court.
Don’t worry about Dell’s legal team. Most of those people couldn’t land a job at a respected law firm so they wind up working in corporate.
