How do layoffs work in Dell ? Who makes the decisions on people to leave, who would know about the potential impact at this stage, is it at SVP level ? Or would it filter down to directors

(ex Team Leader here) The Team leaders know weeks before it happens sometimes longer and(this is no joke) they are given a score card and you are scored against other team members, there is a set list of questions and for each question there is a points valuse, now the questions have changed so no clue what they now but it is out of 100 points, If you score 60 points and and a team member scores 70 points , its the 60 that gets let go.
Its a sh---y way to do it.
