The Vena plan is to cut service to the customers then charge them an extra fee. He's gotta find someway to blame someone else. We already try to charge the customer when we advance cars and spot them early and there is no room. Or when we can't pull all the cars because we're over TPA because we can run locals with just 1 unit. We blame the customer than too
