This is laughable. Huntington IT is full of cheap labor H!Bs. Recruiters can not find anyone state side who are willing to work for the abysmal pay range, and hiring managers would disqualify them anyway for not being in a ca5te system. If there are layoffs in IT, you can make an educated guess who is on the chopping block, and it will be just in time for the new wave of fre5hers in October.

They can't afford to layoff anyone in IT as it's already a huge shortage of resources to do all the work that needs to be done now. Recruiters are having a hard time filling the roles and outside recruiters are said to get no from potential contractors for positions.
