We have plenty of fat that can be kicked out without anybody missing them. The only problem is that most of them are in management and we all know that's never going to happen. We'll keep losing good employees while the real fat will continue to do nothing and collect their pay.

I agree, we have way too few people “doing” (which means solving problems, learning, innovating) and too many based on current census “leading”.
Too much fat up top, we don’t need more whips, we need great horses!
There is a lot of deadwood in commercial and vco that needs to be sacked.

If Phillips 66 can’t find the “right talent” at presumably higher salaries and better benefits how is a MSP going to find better talent at presumably lower salaries and lesser benefits?
Phillips 66 can find plenty of the right talent if they want to.
It sounds like she felt she needed to say something so she just said the first thing that came to mind and ended up looking silly in the process.
Struggling to find the right "talent" in this "volatile" industry? Sounds like you're having trouble finding people willing to support unsustainable ideas that won't hold up in a long-term strategy.

Adding more managers but whacking the peasants makes sense ...... if management controls the numbers that are force fed the CEO who is unaware.

It's pretty amazing how all the "work elimination" effort seems to get rid of people at the bottom and KEEPS ADDING MORE MANAGERS! New HSE management organization! Let's add another layer of management to RBI for some reason!
Sure, it's work elimination in that less work will get done, but this can't be the most cost effective thing we can do with our money.
