Citi has to stop internal promotions, hirings and DEI hirings completely for a while.
There is no clear understanding of what contributions a person can make or what impact a position can bring to Organization. Just a position fill when Budget arrives and massive layoff when there is a budget constraint.

I wouldn't be surprised. Citi is a ridiculous place - I see people being promoted all year round. No other major US bank does that - it is always once a year - isially December or January for ED and below and April for MD.
