Why do I see so many internal job postings saying APPLICATION FOR PERMANENT ALIEN LABOR CERTIFCATION. These do not seem to be genuine job openings. I have those skills but looks like I can't apply

The sad part is, go ahead and apply. Regardless of your qualifications, you will receive a rejection within one day.
You are possibly seeing jobs that are already held by temporary, non-immigrant workers (H-1B visa) in the company.
This is part of the Green Card process for temporary, non-immigrant workers employed on H-1B visa for their continued employment with the compant. When the company files for their Green Card (post first 4-5 years of working on H-1B), they have to justify 2 things to the U.S. labor department and USCIS - citizenship and immigration services. (a) The wages given to the non-immigrant alien are up to par or better than prevalent wages for their skills, experience, locations and responsibilities for that job. (b) They could not find local talent I.e. US citizens to perform that job. As part of (b), of this Green Card process, they have to advertise for the job at major job portals, newspapers and internal career site for a certain time period (10-30 days), receive applications, interview applicants and decide on their applications. If talent couldn’t be found or couldn’t demonstrate skills and experience required for the job, then HR and Immigration departments have to document all of that. This documentation forms the basis of application for GC to the government with respect to (b) I.e. demonstrate that local talent was considered for the job and didn’t meet the requirements/skills/experience and suitable American couldn’t be found for the job (so we need you to verify and process this GC paperwork for this non-immigrant alien.)
