Why is it that managers/VPs not going to Exxon make decisions on who is promoted?

They don’t make any decisions. They will make it sound like they are not to look helpless, but Exxon is not listening to them. I know it because I was there when promoting few people.

Because pioneer managers don't want to let go of their tiny bit of power and exxon cannot be bothered to figure out who's deserving and who isn't
