I don't understand this. They are excluded from CPM VSP but not from ISP. What is the point of doing that ? A G11 may as well decline to do CPM VSP and they may save more money with getting G12 and G13s apply for VSP. Or are they too valuable for doing nothing?

It seems their executive ISP will be different.
Likely separate contracts - golden parachutes.
Probably because most Fellows/Sr. Fellows will take VSP if it is offered, which will probably cost Intel $500k+ a head. They simply do not have the cash for it.
