When you offer VSP it favors non H1B with more flexibility. If you thought Intel was an H1B shop before just wait until next year.

Intel will be a 100% H1B and DEI workforce surviving off government bailouts. What can go wrong ? It's been working out so well so far.
H1B only hire their own friends and family so it will been a near complete takeover of Intel.
They get all the promotions
