No way to enforce RTO if we are consolidating facilities...

Forget RTO; they can do what they used to do when they closed sites and cut jobs at the same time. Or require relocation close to some other site to be "hybrid."
The policy was (and still would be) a very effective tool for getting rid of people. It also is very destructive; losing almost the entire staff of the South Carolina validation site in 2016 impacted multiple generations of server products.
