This is strange. Are they replacing people they let go in San Diego with HCL contractors?

Been spending time with my attorney and the FDA.
This morning they announced a decision to get rid of around 500 employees and make them contractors with HCL. All the employees working in Chandigarh, India office are dumped. They can continue to work as contractors through HCL. Not sure what prompted this
