I’ve been employed since 2019 and looking at my earnings over the years, there’s a difference between then and now of about 2000 euro. That’s 400 per year or 33 Euros per month. Is this normal? Or is this a form of quietly laying someone off?

MIght at the top of their salary band if you haven't had a promotion in those 5 years.
Given the level of inflation in Europe since 2019, it is perplexing that you are in such a situation. Look outside and grab available opportunities. A job is only a job, not a calling
