The signals scores don't matter. When a manager got low signal scores, they were allowed to invent reasons to fire or layoff the whole team and get new direct reports. HR didn't help those who were affected and fully supported the manager lying on connects.

I wonder what the overall response rate was compared to last year. The more senior folks at Microsoft know that signals are not anonymous and even responding at all puts you at risk.
