I'd like to know if older employees were specifically targeted.

Visa ensures that the company cannot be sued for age discrimination, so they run very specific analyses to make sure that if they want to get rid of x number of older people, they also choose an appropriate number of younger people to get rid of as well in order to avoid being sued. This is what HR people do at Visa. They are not there for the benefit of the employees at all. They are just there to make sure Visa doesn't get sued.
And, easy to get rid of the ones you did not like personally no matter how many years of service and experience they have. The gates were open to flush NOW or never
It is not age base, it is function base, non engineering functions such as PMO is the target employees.
