A message was sent out the the team if they filled out Tell Dell, makes me think it is not anonymous.

My leader waited until the last 5 minutes of a team meeting and mentioned the Tell Dell results so briefly, even tried to spin the same narrative that Jenn Saavedra tried to in her email. ENPS is down drastically and these layoffs were the worst kept secret so people were honest in their answers. Fu-k Dell and its heartless executives. They should be ashamed of themselves but they aren’t, because they don’t have souls.
It is funny when half of your team got inspire awards a week before Tell Dell came out…bribery?
nothing is ever fully anonymous, and I don't take the survey or reply to these emails, so let the chips fall as perhaps this time they don't put up with it and target me

I worked for EMC, some time after the take over by Dell we were tasked with completing the Tell Dell survey. My team had a very good manager, but we didn't realize that the survey wasn't about Dell itself - it was about our manager. We filled in the survey criticising the company - as a result our manager was targeted for "re-education" for 12 months. Ever since then we skewed our answers to the survey to make sure she was not unfairly treated. The whole thing is as definitely sham. Also as other have mentioned, the manager gets feedback about the teams response to the survey - so in a small team it isn't difficult to identify the "distractors".
There is no technical limitations to digitally trace the survey to the submitter if somebody decides so.

Managers receive anonymous reports showing how many from their team have completed. Doesn't have names.
Its voluntary. HR told me to report any cases where manager requires to report taking Tell Dell survey
It's not confidential. It has never been confidential.
Its a waste of time filling out IMO but if you refuse to fill it out and you are pulled on it not much they can really do.
Worst case you get an offer end Q3.
Of course if you are happy at Dell answer and score positive.
We were asked to report back to management once we completed Tell Dell!
They want maximum participation and score.
